Position: Technical Coordinator                                                     Department:  Public Works/ES&CD 

Classification:  Classified, Grade 8, non-exempt                       Salary Range: $15.27—20.58/hr

 

Job Requirements include, but are not limited to the following:

Job Summary:  Provides technical support for Engineering Services and Community Development and Public Works. Develops, coordinates, and oversees programs and strategies to foster growth and economic development, particularly commercial development. Assists with anticipating and planning for the future growth of the City of Athens.   Provides assistance with maintaining and updating planning and zoning plans and future master plans for the City.    Provides zoning information and support to developers, businesses, contractors, and landowners.  Coordinates activities to the approval of subdivision development and conditional use zoning plans. Conducts research and surveys. Assists with developing and implementing programs related to community development and aimed at enriching the quality of life for all area citizens. Promotes positive public relations.   Attends meetings with a variety of organizations such as the Planning Commission, the Zoning Board, Subdivision Review Committee, TARCOG, Chamber of Commerce, etc. Serves as Secretary for the Planning Commission and Zoning Board. Assists in all phases of grant preparation and administration for Public Works projects including monitoring construction and professional service contracts, bookkeeping, cash disbursements, and recordkeeping.  In addition, provides administrative support for the Director of Public Works. Duties include but are not limited to: project and cost tracking, bookkeeping, maintaining data bases, public relations, preparing proposals, bid requests, press releases, preparing budgets and reports, AND general correspondence.  Employee must exercise excellent independent judgment and ingenuity in accomplishing program objectives and interpreting the needs and desires of the public. Employee must exercise a high degree of initiative, professionalism, and discretion to perform job functions.

 

Educational Requirements, Licenses, and Certifications –HS Diploma or GED.  BS Degree in public administration, business, finance, economics, public relations, marketing or related field.  Valid Alabama Driver’s license and evidence of a safe driving record.

 

Work Experience and Related Job Knowledge - Knowledge of Federal and State grant application procedures, contracts, bid regulations, files management, and financial management.  (may be acquired on the job) Knowledge of City of Athens zoning/subdivision regulations and ordinances. (May be acquired on the job.)  Knowledge of City of Athens, its facilities, and road systems.  (May be acquired on the job.)

 

Communication & Interpersonal Skills – Computer literacy to include windows, Microsoft word, Excel, planning and mapping software, and other types of software. Excellent verbal and written communications skills including the ability to prepare and deliver formal presentations to various organizations if necessary.  Ability to compose and prepare a wide variety of written documents including reports, ordinances, grant applications, and correspondence. Ability to explain regulations to general public and technical experts. Ability to read and comprehend manuals, city ordinances, building codes, bid specifications, city maps, blue prints, policies and procedures, and applicable Federal, State, and City laws and regulations. Ability to perceive and discern colors, shades of color, depth, texture, and visual signals. Excellent interpersonal skills; ability to establish and maintain effective working relationships with co-workers, city officials, Planning Commission, Zoning Board, Chamber of Commerce, other community organizations, the news media, and the general public.  Ability to be diplomatic, disciplined, and professional in difficult situations. Ability to project a positive image of the work group, department, and city.  Ability to function as a team player and get along well with co-workers and public.  Ability to adapt to changes in equipment, assignments, procedures, and methods.

Physical Requirements &General Abilities-Strong organizational skills.  Ability to handle multiple priorities effectively. Ability to keep information confidential.  Knowledge of departmental rules, regulations, policies, and procedures.  (May be acquired on the job.) Ability to work overtime and non-standard work hours. Ability to hear and speak well enough to receive and communicate verbal reports clearly. Ability to operate a telephone and a radio and general office equipment. Physical strength and mobility to perform all essential job functions. Ability to stand for long periods of time and to walk over rough, uneven, or rocky surfaces. Ability to sit for long periods of time.  Ability to operate a computer and typewriter key board. Ability to perform recurring walking, bending, crouching, stooping, stretching, reaching, lifting and similar activities. Ability to drive a vehicle and to get into and out of a vehicle. Ability to travel as necessary.
